FTP On Windows IIS

A user wrote to the Netsecurity Forums to ask about configuring Windows XP as an FTP server that can be accessed over his home DSL connection:

I am trying to set up my PC as an FTP server, so other people can access it (and download files, etc.) from another computer but I haven't had any luck... I tried to log in to my PC with an user name and password that I created from another computer with my IP address but it never makes it....anyone know if this is possible and if not, are there any other ways besides Windows Internet Information Services to make this possible?
