New Free Packet Sniffer Tools

I am working on updating the Free Tools section to add new tools that have come out since the listings were originally posted and remove products that are no longer available. I started with the Free Packet Sniffer Tools listing. I removed AnyIsle Sniffer and Zx Sniffer from the list because the links were broken. However, they have been replaced by two excellent packet sniffer choices. IP Sniffer is very powerful and very popular and PlasticSniffer, while it may be missing some of the more advanced features, is small and very easy to use.
